Leaving the west exit of Minami-Ibaraki Station, walk a little northwest (towards Unobe) along the sidewalk that runs alongside the monorail and Osaka Central Circular Route.
You can sit on the planting beds around the large trees and the edges of the planting beds that surround them.
The plants are quite overgrown, and to be honest, the seating surfaces aren't that clean. (It can't be helped since it's outdoors)
There is a considerable amount of noise because it's along a main road.
You can look up at the monorail passing by from directly below.
