The space under the Hanshin Expressway No. 11 Ikeda Line has been transformed into a park called Dragon Land, and this spot is located near the multipurpose plaza within the park.
Dragon Land is quite a name, isn't it? It's actually inspired by the dragon from a local folk tale of Kawanishi City.
By the way, there's a long playground structure in the park that resembles a dragon!
