There's a bronze statue of a horse on the Hyogo Ward Office side of Minatogawa Park, and there are wooden seats with tables around it.
You might find it a bit difficult to sit there, as there are people playing shogi (Japanese chess) and such in the area...

The nearby horse statue used to have a statue of Prince Shotoku riding it, but now only the horse remains. During the Great Hanshin-Awaji Earthquake, the statue of Prince Shotoku fell, leaving only the horse.
