Chitose-Funabashi Station doesn't have a rotary in front of the station, but there is a taxi stand a little ways away.
The taxi stand is located at the fork in the road between Shiroyama-dori Street and the Odakyu elevated track, and there's a bench nearby.

Shiroyama-dori Street is on the right, and the Odakyu elevated track is on the left.
There's a pineapple-shaped bench, and about 8 people can use it.

To eliminate the desolate atmosphere of the fork in the road, there were colorful plantings.
I wonder if the trees planted on this bench are weeping cherry blossoms?

There is a lot of traffic on Shiroyama-dori Street, so it might be a little unsettling, but the sidewalk in front of your feet is designed to be wide, so you won't feel cramped.
(It might be a little narrow if you sit on both sides)
So, why not try using this spot as a resting place around Chitose-Funabashi Station?
