You can access the rooftop by taking the elevator on the left side after entering the main entrance.

Although it's on the fourth floor, which isn't very high, the open space in front of the building, the width of Oike-dori Street, and the height restrictions on surrounding buildings due to the landscape ordinance provide excellent views, including the Higashiyama mountains and Kyoto Tower.

There are plenty of benches that can seat three people, planters, and verandas, so you shouldn't have any trouble finding a place to sit, especially if you avoid lunchtime.

Low trees are planted throughout the garden, and there's also an area with well-maintained lawn on the west side.

As it's a city hall, they have taken great care with barrier-free access, including handrails and ramps, so you can use the garden with peace of mind.

The building was designed by Goichi Takeda and built in the early Showa period. You can closely examine the details of the tower's decorations.
