To get to Gotanda Park, head towards Nihonbashi on Route 1, the Sakurada-dori road, from the east exit of Gotanda Station.
Turn left at the intersection and you'll find it by taking the side street with the sign for "Nemunoki-no-niwa" (Nemunoki Garden).
Gotanda Park is on either side of a cobblestone path, each offering places to sit and relax.

Regarding congestion, when we checked around lunchtime on weekends and holidays, one family with children was using the park. It seems convenient for eating lunch or having a quiet phone call around Gotanda.
As for the environment of the rest area, the area around Gotanda Park is selected as one of the "100 Views of Shinagawa" due to its beautiful cherry blossom trees.
The matching of the small cobblestone path and cherry blossom trees seems nice, so it's a place you might want to visit in the spring!
