To get to Tokyu Plaza, head towards Omotesando, with Meiji Jingu Shrine at your back, and you'll spot it on the corner of the Jingumae intersection.
Climbing the stairs from the 5th floor, you'll reach a deck where you'll find Starbucks and Omohara no Mori.
I visited Omohara no Mori in the evening. The atmosphere was quite nice.
It's open from 8:30 to 22:00, making it a popular dating spot in Harajuku.

There are 30 counter seats in the center, and many benches around.
In winter, some of the benches are equipped with stoves, so you can take a break outdoors while staying warm even in the cold season.
Who knew there was a forest right in the middle of the city, in Harajuku...!
There's a Starbucks right next door, so I recommend grabbing a takeout and sitting on a bench to chat with friends.
There are also some lovely spots where you can gaze at the Jingumae intersection.
