To get to Iidabashi Plano, it's located across from the Ramla Shopping Center, along the street between Waseda-dori and Mejiro-dori, directly in front of the JR train tracks.
Iidabashi Plano is a complex that includes Proud Mansion, an office building, and restaurants.
And, on the 1st floor, near the supermarket Santoku, in front of Epicheur Cafe, there's a resting area called the "Kaze no Galleria" (Wind Galleria) where you can sit.

There are six 2-seater wooden benches and four 2-seater metal table seats available.
Table seats so close to the station are rare, making this a perfect spot to enjoy something you bought from the Epicheur Cafe bakery or to eat your lunch in Iidabashi.
Regarding congestion, I checked on a weekday evening, and there were very few users.
Also, the table seats near "Doutor on the 2nd floor of Ramla" are also recommended, so be sure to check them out too!
There's a roof, so you can use it even on rainy days, but it might be a bit harsh if the wind is strong.
