To get to Higashi-Ikebukuro Central Park, take the JR or subway to Ikebukuro Station and head towards the east exit.
From the east exit, cross the intersection and walk straight along Sunshine Street, with Tokyu Hands on your side, and you'll arrive at the ground entrance of Sunshine 60.
Then, go to the side of the Spanish steps near the Starbucks in Sunshine, and you'll find Higashi-Ikebukuro Central Park.

Benches are placed around the planted trees, and about 20 people can use them.
There were many people when I visited because an event was being held, but it is usually empty and quiet.
It's recommended when you're tired of the crowds in Ikebukuro or when you want to enjoy nature.
I saw many friendly cats in the park.
It's a park you'll want to use when you want to relax in Ikebukuro.
Also, there are no benches with roofs in the park, but you can take a break by avoiding direct sunlight by using the shade of the trees.
