To get to Matsuzakaya, head out of the North Exit of Okachimachi Station and go towards Uniqlo, Yoshiike, and Ueno-Okachimachi Station on your left.
If you're coming from Ueno Station, you can either go through Ameyoko or walk along Chuo-dori Street for about 9 minutes.
And, Matsuzakaya's 8th floor has a children's clothing and stationery floor, as well as a rooftop plaza, where there are places to sit and rest.

Beautiful, vibrant artificial turf spreads out on the rooftop.
There are many tables and chairs set up, and there's a large tarp-like roof, so you can take a break while avoiding direct sunlight.
There are also some playground equipment, making it a nice resting spot for families with children.
Since it's turf, it's less likely to cause injuries if you fall, and you won't bother those around you even if you run around, so I think it's just right for letting kids play!
Also, the rooftop plaza has a smoking area as shown below.

However, this area doesn't have a roof, so you'll be directly exposed to the sunlight.
It might be tough for smokers during the summer...
Now, let's focus on the table seats.

There are wooden benches that seat three people and large metal tables.
They have a design reminiscent of gardening, and you can also use them to eat your lunch in Okachimachi or Ueno!
As for the crowds, I checked around lunchtime on weekdays, and there were only a few people using the area.
It's a convenient resting spot to remember when you're tired from the crowds of Okachimachi and Ameyoko, or when you want to eat your lunch or take a relaxing break!
How about using it as a place to sit and rest near Okachimachi Station while shopping at Matsuzakaya?
