There's only one ticket gate at JR Otsuka Station, and you can get to the north and south exits from the station concourse.
And, there is a resting area with seating at the south exit's plaza in front of the station, where Atre Vie and Toden Otsuka Station are located.

Wooden benches that can accommodate about 40 people are installed.
It's a spacious area for a station, and it's surprisingly well-maintained.
It's been a while since I last visited Otsuka Station, but since there wasn't a plaza like this before, it seems to be relatively new.
There is a space within the plaza where a stage can be set up, and an event was actually being held when I visited.
As for the congestion, when I checked around 13:00 on weekends and holidays, it was about 70% full.
I was impressed that there were more users than I expected.
Rather, "Rest Area in front of Atre, Station Concourse" or so, there are quite a few people meeting up at Otsuka Station.
...I wonder if it's because that's the kind of town it is. (Excuse me)
But unlike the shady north exit, the south exit is safe.
Now, here are some photos of the wooden benches set up against the wall.

Since the place where I took the photos was a bench in the corner, it might not look so pretty.
The area near the center and the Toden side felt a bit easier to sit on.
The checkered floor design creates a bright atmosphere, which isn't bad.
In any case, it's convenient for meeting up in Otsuka or taking a break in front of Otsuka Station.
Also, it might be a good idea to eat your lunch here if you don't have much time in Otsuka.
Also, "Otsuka freeWi-Fi" can be used in this area.
I haven't confirmed the signal strength, but it seems usable to some extent.
Please note that this article is about the rest area provided by Yuri! Thank you very much♪

So, why not try it out as a resting place with seating in Otsuka?
