As for comfort, you can only perch on them, so don't expect too much, but it's a convenient meeting spot in Shinagawa.
Regarding congestion, when checked around 1:00 PM on weekends and holidays, they were about 60% occupied.
Since it's close to the platforms, it's a popular bench.
