To get to Shinjuku Center Building, go to the west exit and you'll find it along the side of the intersection past the Cocoon Tower.
Alternatively, you can go towards the Tokyo Metropolitan Government Building through the west exit's underground mall, and enter the Center Building from either the N4 exit or where you see the brick-style restaurant area.
And, there's a seating area in the "Water Plaza" in the atrium on the B1F of Shinjuku Center Building.

You'll be sitting around the objects, as there isn't a space specifically for taking a break.
The Water Plaza has various objects and small waterfalls, and you can feel the negative ions (old concept) even though you're near Shinjuku Station.
It's also easily accessible from the west exit underground mall, making it a great place to relax and unwind.
There are restaurants and cafes on the B1F and MB1F floors, so it's bustling with office workers during lunchtime.
Also, there's a convenience store, so you can use it as a place to eat your lunch near Shinjuku's west exit.
You can also find places to sit under the passageways on the upper floors, so you can take a break away from direct sunlight.
