It's a bench located in front of the Kyoto Prefectural Library.
Behind you is the library, built in 1909. Across the street is the Kyoto City KYOCERA Museum of Art, built in 1933. If you look to your right, you'll see the giant torii gate of Heian Shrine, built in 1928, creating a wonderfully cultural atmosphere.
While you might find a bit of shade depending on the time of day, the surroundings are mostly tile and asphalt, which can reflect a lot of heat. So, it's probably not the best spot in the summer daytime. But the rest of the year, it's quite comfortable. (It's a popular tourist area, so it's often occupied during the day.)
