There's a garden within the Hyogo Prefectural Guesthouse, complete with benches and stone seats. It's a peaceful spot, but you'll often see families and couples enjoying the space here.
The main gate of the Hyogo Prefectural Guesthouse is expected to close in the evening, so it should be open from morning until around evening. The exact hours are unknown, but it's possible it might be open at night as well.
There are several objects of art on the grounds of the Hyogo Prefectural Guesthouse, but personally, I'm fond of the rather melancholic dog sculpture.
