It's located in front of the first floor of the station building, Rie Shimonoseki.
It seems to be part of a social experiment using a public space called Terrace Seki.
It was supposed to be a limited-time installation until November 2022, but when I took the photo in late January 2023, it was still there.
Apparently, it has been extended and is still in place until the end of February 2023. Whether it will be extended further or removed after March is unknown.
