It is located near Kiyomori's Mound, said to be a memorial tower for Taira no Kiyomori, and Biwa-zuka, which is shaped like a biwa (Japanese lute).
You might even be able to sit on the stone part of the planting.
Taira no Kiyomori moved the capital to Kobe (Fukuhara-kyo), but it was a phantom capital that lasted only about six months.
