Just a short walk from Tenkubashi Station, you'll find Haneda Innovation City.

Head towards Zepp on the 2nd floor, and you'll find an exterior staircase leading up to the rooftop, where the Footbath Sky Deck is located.

I visited on a holiday, and it was quite crowded... Haneda Innovation City itself was pretty empty, though. But it's a truly novel experience to watch airplanes while soaking your feet in a footbath!

Since it's close to the International Terminal, you can see various international airlines from the deck. It should be less crowded on weekdays!
