To get to Sunshine City, go from the East Exit, cross the intersection, and then go through the underground passageway next to Tokyu Hands.
And, on the 4th floor of Sunshine City, there is a spacious rooftop garden with seating areas.

There are many benches installed, making it perfect for a break when the weather is nice.
You can feel a sense of freedom from the crowds, making it a true urban oasis!
Regarding the congestion situation, I checked on weekends and holidays, and it was not very crowded.
It seems to be a hidden gem for a break in Ikebukuro.
It's also convenient if you want to eat lunch near Ikebukuro Sunshine City.

Right next to this is the Spanish Steps, and at the bottom of the stairs, there is a "Rest area on the Sunshine Spanish Steps", so please stop by as well!
In addition, there is a Starbucks at the bottom of the Spanish Steps, so I recommend taking out a drink there and relaxing in the rooftop garden.
