To get to the Ikebukuro Tobu Department Store, you can access it from the underground shopping mall or the ground level on the west exit side of Ikebukuro Station.
You can also get to Tobu from Lumine via the connecting passage inside the building.
You can access it from the 8th floor rooftop of Tobu Department Store via the stairs, or from the entrance to the 9th floor outdoor fitness studio, "Bodies".
A hidden rest spot at Tobu! Surprisingly, there are hardly any people even on a Sunday...
There are 15 wooden benches for 3 people each set up along the wall.
When I checked around 3:00 PM on a Sunday, the Sky Deck Plaza on the lower floor was crowded, but this place was surprisingly empty.
Perhaps people don't notice this spot...
There is a large artificial lawn, so children can run around and play, making it perfect for families with children.
You can overlook the buildings of Ikebukuro near the stairs, and there is also a spot where you can see the Skytree. Be sure to check it out!
Also, it might be nice to purchase drinks and food at the outdoor food court on the 8th floor Sky Deck Plaza and relax.
