When you exit the west exit of Keikyu Kamata Station and head towards JR Kamata Station, you'll find a small pedestrian deck above the rotary.
Taking the deck and going down the escalator leads to the famous Kamata Shopping Street, so there are quite a few people using it.
There's a place where you can sit and take a break on the pedestrian deck in front of the station.

There are concrete benches around the plantings on the pedestrian deck where you can sit.
The deck is wide, and the benches are kept relatively clean, making it a surprisingly relaxing place to take a break.

The seating comfort might be a bit so-so, but since it's so close to the station, it's a convenient resting spot for meeting up at Keikyu Kamata Station.
The lighting at your feet is illuminated at night, so it doesn't seem like it gets completely dark.

The purple building side, which leads to Aiful, is nice because you can take a break away from the flow of people.
It could also be used as a place to eat your Keikyu Kamata lunch when you're short on time.

Regarding the safety aspect, here's what the scene looks like when I visited the entrance to the shopping street near the pedestrian deck around 2 a.m.
I stopped by because my flight from Taiwan was late and I arrived at Haneda Airport late (lol).
Surprisingly, there were no particularly drunk or dangerous-looking people. Maybe the Keikyu side of Kamata is safe!?
In terms of location, it's also convenient for meeting up for domestic and international travel since it branches off to the Haneda Airport Line from Keikyu Kamata!
