To get to Toki-no-Hiroba, go out of the JR Osaka Station's Renrakubashiguchi exit and take the escalator to the 5th floor.
Alternatively, you can access it from the 5th floor of the North Gate Building (LUCUA/LUCUA 1100) and the South Gate Building (Daimaru Umeda) of Station City via the connecting passage.

It's a spacious place like this. By the way, Toki-no-Hiroba is located on the 5th floor of the station's rooftop. You might get a little confused, haha.

There is a golden clock installed as a monument at Toki-no-Hiroba, and some artificial turf is laid out.
Thanks to the arched ceiling, there's no effect from rain or wind. Because the sun shines in, it's a bright and open space.

There are two-seater benches lined up in the plaza. The table seats on the left were for the cafe.

This is the view from the benches. It's convenient as a meeting place at Osaka Station, isn't it?

There's artificial turf where you can stretch out and relax. You can even take a nap in the Osaka Terminal.

You can probably eat your packed lunch, but please take your trash with you.
It seems like it can also be used as a place to eat your packed lunch from Osaka Station.
Also, you can use the JR-WEST FREE Wi-Fi provided by JR West.
So, how about using it as a meeting place or a place to rest around Osaka Station and Umeda Station?
