To get to the deck in front of Shinagawa Station, go from the central JR ticket gate toward the Konan Exit, where Atre and the Tokaido Shinkansen are located, and you'll find the deck after a short walk.
You'll also find places to sit and rest on the decks on both sides, towards the Tokyo Conference Center and Shinagawa Intercity.

Perhaps because Shinagawa's salarymen prefer the shortest routes, this area is surprisingly empty, as if repelled by magnetic force.
Since people are walking in droves toward the arcade side, it's a surprisingly easy spot to take a break, even though it's right in front of Shinagawa Station.
