Abeno and is a commercial facility with shops like Loft, offering fashion and miscellaneous goods, with floors up to the 6th floor. There are seating areas on the 4th floor's outdoor garden terrace.

This quiet outdoor terrace also has a smoking area. You can overlook the neighboring Hoop fashion building.
It's a rather unremarkable terrace, and it's a shame there are no tables.
I checked it around noon on a Saturday, and there were no users.
It seems to be usually empty, but the ceramic chairs have hard seats, so it might not be suitable for long stays.
Also, there is no roof, so there is no protection from rain or sun.
Furthermore, there is a "Abeno and 4F Terrace Entrance/Exit Rest Area" nearby where you can use free Wi-Fi, so consider that as well.
Why not take a break at Abeno and, or use it as a place to rest around Tennoji while you're shopping?
