From the east exit of Utsunomiya Station, walk along the deck of the east-west free passage and descend the stairs to the Miyamirai Light Hill to find the Water Plaza.

The area surrounded by the fence is the Water Plaza, but there was no water yet.
There are benches along the Light Line tracks to the left of the fence.

 

The Light Line dynamically passes right in front of the bench!
