It's a rest area in front of the entrance to the Sugamo Regional Cultural Creation Hall, called "Nakasendo Time."
Actually, the Sugamo Jizo-dori Shopping Street is part of the old Nakasendo, one of the five major roads in Tokyo! That's why it's named Nakasendo.
This Sugamo Regional Cultural Creation Hall is located just a short walk past Tokiwa Shokudo.

Inside, there are two benches that can seat three people each!
It's perfect for a break while sightseeing in Sugamo, and it also has a wheelchair-accessible restroom, making it very convenient.
It's a great spot to remember as a restroom and rest area in Sugamo!
