To get to the Tokyo Kotsu Kaikan, it's right in front of you as you exit the JR Yurakucho Station's Central Exit. Alternatively, you can access it directly from Exit C9 of the Tokyo Metro Ginza Station.
The name "Tokyo Kotsu Kaikan" comes from the fact that it was built on the former site of the Tokyo Metropolitan Bureau of Transportation building and has a history dating back to its opening in 1965.
Many local specialty shops are located on the B1F and 1F, and it's bustling with people on weekends and holidays.
And, there's a seating area in the rooftop garden called "Yurakucho Corinne" on the 3rd floor of the Tokyo Kotsu Kaikan.

There are two 3-seater wooden benches and seven benches that can seat 5-7 people.
Corinne means "hill" in French, and it creates a garden that incorporates nature such as flowers and greenery as an oasis in Yurakucho.
The rooftop garden is based on a wooden deck, and the benches match well, creating a comfortable atmosphere.

A notable point is that the rooftop garden is located very close to the elevated JR lines, so you can see the Tokaido Shinkansen up close.
If you visit Yurakucho with your family, I'm sure the children who love trains will be delighted.
When I checked on weekends and holidays, the users were a wide range of ages, from families to the elderly, making it a great place to take a break in Yurakucho.
Also, you can eat and drink at Yurakucho Corinne, so it's convenient when eating your own lunch or items purchased at local specialty shops on B1F and 1F.
Please note that the opening hours are from 10:00 to 16:30.
This rest area is very close to Yurakucho Station, so I think it's ideal for meeting up or taking a break in Yurakucho.
As a side note, the Tsukiji seafood sara udon at "Shime Tora," which opened on B1F in March 2018, was delicious with its flavorful seafood broth, despite being reasonably priced.
Why not use it for shopping at the Yurakucho Kotsu Kaikan, meeting up around Yurakucho Station, or as a seating rest area?
